When this is added, the adapter does come up, as the little red X in the systray in windows disappears. however, when i do an ipconfig (while the script is paused) to show what ip address it has, the address is 0.0.0.0 even though i've specified the address and mask in the adapter general tab in windows.

Hi, Chris!

I think this is the problem: the adapter has no IP address, so the route cannot be added.
I'm sure, that you set up the tap adapter correctly, so I would look in your home.up.bat script for a command that could reset in some way the adapter IP.
