ifconfig doesn't exist, only ipconfig, which doesn't do a lot.
In windows 2000 some things can be done for example via netsh commands.
Is the IP address of the adapter set before the script runs (i.e. before
you hit "enter" at the first "pause", but after OpenVPN has started? Or
it disappeared already? In this case, it could be an OpenVPN problem,
else try to execute manually each command of your .bat
