An OpenVPN instance connected to a specific tap adapter is supposed to survive
sleep/resume.  In fact one of my stress tests was FTPing files over multiple
tunnels simultaneously, then closing and opening the lid on my laptop
repeatedly to trigger sleep/resume cycles.  In each case (On Win XP), the FTP
transfers continued successfully to completion.

The only failure you should see on sleep/resume is that connections over the
tunnel may time out, but the tunnel itself should be restored on resume.

If this is contrary to what you have observed, please provide more information
such as OpenVPN output before/during/after the tap adapter failure.
