It looks like the slow DHCP issues in Win2k were a result of the VPN software that was previously installed. I removed the old software (SafeNet SoftPK) and upgraded to the latest (SafeNet SoftRemote) and everything works perfectly now (the DHCP messages are sent and received immediately after the tun device is activated).
