If you are using a windows workstation, you can not route. If it is
windows server you need to activate RRAS which is the Remote and
Routing access server for windows. You will then be able to use your
windows machine as a router.
Actually, you CAN route with a Windows workstation.  There are a
couple of Knowledge Base articles on this at the Microsoft web site,
and here's the registry mod for Windows XP (KB article 315236):


 

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters

Set the following registry value:

Value Name: IPEnableRouter

Value type: REG_DWORD

Value Data: 1
A value of 1 enables TCP/IP forwarding for all network connections
that are installed
 
For Windows 2000, KB article 230082; for Windows Server 2003, 323339; NT, 99686.
