The "server" command expands to "tls-server", which
you cannot use together with the "secret" directive. 
If I were you, I would forget about the static keys and go on with
certificates. 
As a template, I would use the "server.conf" file located in the
"sample-config-files" directory of the OpenVPN source tarball.
