Normally installers shouldn't change already existing values as they
might have been customized by the user, and shouldn't be reset to
default values then...

I am an on site consultant. My major customer base is
small business that can not afford a full time IT guy.
I see this problem ALL THE TIME (as there is no emoticon
for eyes rolling, just imagine one). It is a total pain
in my neck.
Here is how it should be (okay, I am being a little
pushy, but it affects me on a near daily basis):
1) When removing a program, the user should be prompted
as to if he wants to keep his configuration.
2) If the user "repairs" or "recovers" a previous
installation, previous configuration should be honored.
Especially if the user saved his configuration in
"1" above
3) If the user "reinstalls" a piece of software, all previous
settings should be over written. Installing to a new directory
should fall under this definition.
So, to answer your question. I someone reinstalls in a different,
directory, overwrite all previous paths. If the user has ovpn files,
etc. in the old directory, it is up to him to go fetch them,
providing he even wants them.
