Does "ipconfig /all" show the TAP adapters set up with correct IP 
addresses and netmasks (with "dev tun" the netmask should be 
255.255.255.252)?

Make sure there are no firewalls blocking incoming data on the TAP 
adapters?

Does "verb 5" show OpenVPN packets going back and forth?  You should see 
both upper and lowercase Ws and Rs.

Don't worry about routes until you get to the point that you can ping 
10.3.0.1 or 10.3.0.2 across the tunnel.
