What is this all about?
Any installation of a driver not digitally signed by Microsoft does that.
Can I hide or suppress this warning message? Or can I customize this warning
message?
Nope.
Yes you can. In XP there is an option to turn off completely those
'invalid signature' warnings. Just go to System Properties/Hardware/Driver
Signing and select Ignore. Bad thing is that this turns it off for every
driver and then bad unsigned drivers can go unnoticed.
I have heard that the any new device/driver installed on windows needs to
have WHQL certificate from Microsoft.
Is there any plan to get this certificate for TUN/TAP adapter?
You want to pay for it? IIRC, the cost is about $3K (presuming it passes
on the first round of testing, more otherwise) -- and it'll need to be
paid again if the driver is ever changed. I'm not putting up that money,
and we can't reasonably ask James to either.

There you can find some fees:
$250 per operating system (XP, 2K, Me)
$2000 first time submission
$400 Verisign digital certificate
And then for every new version of the driver at least those $250 per OS
fees must be paid.
