Why do you want to separate config directories ?
I do it for a server with 8 TUN interfaces, and I have put
a shortcut in the Startup folder.
My shortcut : "C:\Program Files\OpenVPN\bin\openvpn-gui.exe
--connect VPN1.ovpn --connect VPN2.ovpn ..... --connect
VPNx.ovpn"
But I think that you must put your config files in the
config file directory : c:\program files\openvpn\config". I do it and it works
fine for me.
This starts the 8 tunnels on my 2003 server at the
opening of the session.
