When I try and run openvpn as a service I get the following

log file

2 2005
Wed Jan 04 18:11:28 2006 IMPORTANT: OpenVPN's default port number
is now 94,
based on an official port number assignment by IANA. OpenVPN 2.0-
beta16 and
earlier used 5000 as the default port.
Wed Jan 04 18:11:28 2006 WARNING: --ping should normally be used with
--ping-restart or --ping-exit
Wed Jan 04 18:11:28 2006 Cannot open file key file 'c:\program
files\openvpn\config\pc-steve.key': Access is denied. (errno=5)
Wed Jan 04 18:11:28 2006 Exiting
Any ideas?
My config file has this line
secret "c:\\program files\\openvpn\\config\\pc-steve.key"
I have also tried
secret "C:\\Program Files\\OpenVPN\\config\\pc-steve.key"
with the same result
This works fine when run from the command line.
The user running the service has no read access to the file
