First, this belongs on the OpenVPN-users list, not OpenVPN-devel, because it's a usage question rather than one regarding development.


Second, OpenVPN itself only uses a config file explicitly specified to it on the command line; it does not in any circumstances search on disk. The most common init scripts, however, spawn a copy of OpenVPN for each and every file ending in .conf in the /etc/openvpn directory.
