Of course you can transport UDP over a OpenVPN tunnel. The UDP traffic
is forwarded across the tunnel as any other IP traffic. This forwarding
is only a matter of the routing (managed by the OS) and not by the
protocol.

If you are talking about the classical portforwarding via ssh you are on
the wrong way as this only works for TCP connections.
