ifconfig-pool-persist works fine for me with topology net30 (the OpenVPN 
2.0.* default when not specifying ifconfig-pool-linear).

That said, there's nothing special about the filename "ipp.txt" unless 
you have a directive "ifconfig-pool-persist ipp.txt", so if you're just 
creating a file by that name and expecting IP assignments to work, that 
may be the issue.
