Ouch ... maybe you should grab yourself a book on how networks (and as
such virtual private networks) work.
It would be the same as if you asked if the Ethernet has a manner to do
file transfer by itself. OpenVPN, like any other VPN solution, operates
at quite a low level and does not care about the traffic that runs over
it (well, almost :-)

you can use any "program" that you already use for file transfer (the
windows explorer in your case, if the other end has public shares, an
FTP client, if the other end has an FTP server running, ...)
