Yes, TUN is supported on Windows.
I believe this sentence in the docs is very old.

Are TUN devices supported on Windows or not ?
 
There is conflicting information on http://openvpn.net/INSTALL-win32.html
 
 - the TAP-Win32 driver supports both "tun or "tap" style devices.
 - Only TAP virtual devices are supported on Windows, not TUN devices.
