Hi,

on Windows XP: my install script disables the telnet daemon and then
launches openvpn in service mode. Openvpn then exits because the
socket used by tlntsvr.exe  is in TIME_WAIT state. 

After the TIME_WAIT the service can be started succeessfully.

How to retry binding to the listening socket?
(Yes, I know that my setup is somewhat "special")
